GMC Triangle — 76-Unit Development & HAP Extension Controversy

📍 Glover Road (west) · Mary Road (north) · Church Street (east), Fort Langley

Two 3-storey mixed-use buildings (76 residential units) approved 4-3 by Township Council on June 24, 2025 for the Glover–Mary–Church triangle — approximately 40% of Fort Langley's downtown commercial core. Developed by Fort Langley Properties Ltd., the business arm of Mayor Woodward's foundation. Heritage Alteration Permit No. 101218 (issued July 2023) was extended June 2025 to cover this significantly denser project — raising questions about whether a HAP can authorize density increases beyond its original scope under the Local Government Act. No public hearing was held.

9181/9205/9215 Glover Road — New Commercial Buildings Proposed

📍 9181, 9205, 9215 Glover Road, Fort Langley

A separate new development application has been received by the Township of Langley for 9181, 9205, and 9215 Glover Road — on the west side of Glover Road. The applicant proposes a Heritage Alteration Permit to retain and restore an existing commercial building AND construct two new commercial buildings on the site. Zoning is Community Commercial Zone C-2. Architect: Site Lines Architecture Ltd. Residents should monitor this application closely as it could significantly alter the streetscape of Fort Langley's main commercial street.

Council Review: Heritage Bylaw Amendments

Township of Langley council reviewing proposed amendments to the Heritage Bylaw that could lower the threshold for issuing Heritage Alteration Permits. Residents are urged to monitor council agendas and submit written comments before any bylaw receives third reading.

CNR Station — Restoration Progress

📍 9122 Glover Road, Fort Langley (corner of Mavis & Glover)

The 1915 Canadian Northern Railway station — one of the last surviving 3rd Class Type stations in western Canada — is undergoing ongoing restoration. Declared a Municipal Heritage Site in 1984, it is owned by the Township and operated by the Langley Heritage Society. The July 2025 season saw cleaning and repainting of rail cars. Volunteers return Victoria Day weekend 2026.

Short-Term Rental Bylaw Review

BC's Short-Term Rental Accommodations Act (effective May 1, 2024) requires all STR hosts to register provincially. The Township of Langley is reviewing how these provincial rules interact with local Heritage Conservation Area bylaws. Unregulated STRs in Fort Langley's HCA can accelerate commercialization of heritage residential properties.

What is a Heritage Alteration Permit (HAP)?

A Heritage Alteration Permit is a municipal approval required before any changes — renovations, demolitions, or new construction — can be made to a designated heritage property or within a Heritage Conservation Area. Unlike a standard building permit, a HAP specifically evaluates whether proposed changes are compatible with the heritage character of the site.

Why it matters: Once a HAP is issued, the approved design is locked in. Public input — through written comments or council delegations — is most effective before a permit is approved.
